I disagree with a couple of statements about, specifically "...must possess inherent abilities to lead under duress as well as understand and communicate at any level in an organization. They must be born leaders..." I believe that leaders are more often made than born, and they are made via experiences, situations, and opportunities. As a corollary to this, a person may be a great leader in one situation, but a poor one in another. It all depends on persaonl makeup, experience, beliefs and convictions, and the like.
